The tender that was always going to be won
Everyone knows how it ends before it opens. The bid that wins is the one that saw the others, and the whole apparatus of procurement exists to pretend otherwise.
A municipality opens a tender for a road. Four envelopes arrive; one firm is a little too well informed about the others. Perhaps a specification was written narrowly enough to fit one supplier. Perhaps the winner is simply the same firm that won the last four. Nothing here needs a bribe to go wrong: an opening that is not sealed, a comparison nobody outside the room can check, and a criterion set after the bids arrive are enough on their own.
Procurement is where the largest sums in any institution are decided, and it runs on a promise no one can verify: that the envelopes were sealed, that the ranking followed the rule, and that the rule was written before anyone knew who would bid. Every audit that follows is archaeology.
What changes
The bids are sealed by mathematics, not by an envelope. Each bidder submits a commitment to their number, binding, but unreadable, and reveals it only after the window closes. Seeing another bid early becomes impossible rather than forbidden; changing yours afterwards is refused rather than investigated.
The criterion is fixed before the bidding, in public. Weighting of price, delivery time and qualification is written into the tender when it opens. Ranking is then arithmetic anyone can rerun. If the criterion is strange, everyone can see it is strange before the bids, which is the only moment when saying so still matters.
The award pays itself, in stages. The winning bid becomes a work order whose payment is locked at award and released against delivery milestones, with the deadline refund built in. The distance between "won the tender" and "was paid for work not done" closes.
Every step is on the record. Who opened what, when, and against which rule, not in a file room, but in the same ledger the citizens or members read. The audit stops being archaeology and becomes a page.
