Civitas Eterna: A Peer-to-Peer Government
The thesis. Institutions assembled from a small set of executable primitives; an approved decision that compels its own execution through a time-locked queue; a treasury that cannot spend outside its appropriations; and a founder seal after which the person who built the system provably cannot override it. It closes with what the machine cannot do, identity, legitimacy, oracles, the substrate, because a system that hides its limits is selling something.

The Budget That Cannot Be Overspent
The mechanism paper: the notary/mechanism distinction, the honesty taxonomy that marks each component as self-enforcing or attested, and budget-as-code, in which appropriations approved by vote are enforced by the treasury itself on every outflow, including those signed by its owner. The experiment
Fifty people, thirty-two workers, eight entrepreneurs, four bankers and six civil servants, live eighty-six years twice. Their lifespans, abilities and luck are identical across both runs, the random draws are shared by construction, so the only difference between the two worlds is the constitution. One is capitalist: private property, market wages subject to luck, returns on capital, a housing market. The other is communist: one employer, an equal wage, state housing, levelled consumption. Both are configurations over the same parts.
At the prime of life the capitalist run produces roughly three times the output and three times the household wealth, at a wealth Gini of 0.344 against 0.016. The communist run guarantees food, shelter and belonging to all fifty at every age; the capitalist run puts its young through debt and rent, overtakes at thirty-five, and by forty-five opens the top of the pyramid to a minority the other run admits nobody to. Neither constitution dominates at every age. The experiment does not crown a winner. It prices a trade that political argument has carried on faith for two centuries.
Fifty agents are not an economy, and the paper says so. The unit here is the mechanism, not the statistic: what is demonstrated is that the comparison, same people, same luck, different constitution, can now be manufactured on demand instead of awaited from history's accidents.
Reproduction. The experiment is deterministic from its seed. One command regenerates every number and figure; a second replays the seven bypass attempts against a sealed system, all of which fail. The artifact repository accompanies the submission.
